Requesting Your Adoption Certificate
What is an Adoption Verification Certificate?
The Adoption Verification Certificate (Ipyang Hwag-inseo, 입양확인서) is an official government-recognized document issued by the National Center for the Rights of the Child (NCRC). Following the public adoption system reform that centralized historical records from private agencies under the state, NCRC has served as the sole central issuing authority for these certificates.
Adoptions Finalized Prior to August 2012: This NCRC certificate serves as the primary legal proof verifying that an individual was placed for adoption under the Special Act on Domestic Adoption.
Adoptions Finalized After August 2012: Because the law was revised to place all adoptions under Family Court jurisdiction, adoptions finalized after August 2012 prove legal status via a "Certificate of Finalization" issued directly by the court, rather than this NCRC certificate.
What You Can Do With It
The certificate establishes legal proof of your Korean birth and subsequent overseas adoption. It is required for:
F-4 (Overseas Korean) Visa Applications: Proves eligibility as an ethnic Korean born in South Korea who acquired foreign citizenship, allowing you to live and work in Korea long-term.
Dual Citizenship / Nationality Restoration: Used when applying to restore South Korean citizenship under the amended Nationality Act (which permits overseas adoptees to retain their foreign passport alongside Korean citizenship).
Civil Registry & Family Relationship Records: Presented to municipal offices (Gu-cheong or Dong-jumin Center) when requesting official copies of historical family registries (Hojeok / Jejeok Deungbon) or modern Basic Certificates.
Legal Administrative Proof: Proves past identity, original Korean name, and date of overseas placement for government, legal, or estate proceedings.
Step-by-Step Guide: How to Request an Adoption Verification Certificate
Step 1: Prepare Required Documents
Before beginning, gather and prepare the following:
Application Form for Adoption Verification: Available to fill out online or download as a PDF via the NCRC portal.
Consent Form for the Collection and Use of Personal Information: Required under Korean data privacy statutes.
Valid Photo ID: A clear, color scan of your unexpired foreign passport.
Physical Handwritten Signature: The application and consent forms require a handwritten signature (digital font-based signatures are frequently rejected).
Note for Minors: If the adoptee is under 19, the application must be submitted and signed by the adoptive parents on the adoptee's behalf.
Step 2: Submit via the KAdoption English Portal
Navigate to the official English portal: https://www.kadoption.or.kr/home/eng/user/login.do?menuPos=25
Log in to your account (make sure you're on the ENG interface to avoid domestic Korean carrier ID blocks).
Go to Additional Support Services > Adoption Verification Certificate.
Fill out the applicant information (name, date of birth, pre-adoption Korean name if known, and original adoption agency such as Holt, SWS/KWS, KSS, or ESWS).
Upload the signed application form, signed privacy consent, and passport scan.
Click Submit.
Step 3: Review and Issuance
Processing Time: Standard review takes approximately 7 business days from receipt of a complete submission.
Record Verification: NCRC case managers cross-reference your application against the centralized national adoption archives (including records transferred from former private agencies).
Delivery: Once verified, you will receive the certificate electronically via your portal account or as a verified PDF download to print out for administrative use.
Alternative Manual Submission (Offline / Email)
If you encounter portal login errors, SMS verification issues, or file upload errors, you can bypass the website and apply directly via email:
Email your completed and signed Application Form, Consent Form, and a clear scan of your Passport to: familysearch@ncrc.or.kr
